APPLICANT REQUESTS THAT:

Her Permanent Change of Station (PCS) Travel Order Number AE-
034622 be amended to reflect PCS Identifier (ID) code “V” which 
denotes “PCS move with expenditure less than $1,000.”  


APPLICANT CONTENDS THAT:

She completed a PCS reassignment from the Pentagon to Fort 
George G. Meade, MD.  She did not relocate household goods or 
claim travel and dislocation allowances.  She was not briefed by 
her outbound assignments counselor that her PCS qualified as a 
low-cost PCS.
   
Her Basic Allowance for Housing (BAH) was reduced when she in-
processed at Fort Meade.  She did not claim any PCS allowances; 
therefore, she should have been allowed to retain her Pentagon 
BAH.  

Her predecessor PCS’d in Jun 14 from the Defense Intelligence 
Agency (DIA) at Bolling AFB, DC to Fort Meade, MD and he was 
notified that he simply needed to submit a letter to retain his 
BAH.  Her case is similar.

STATEMENT OF FACTS:

According to her AF Form 899, Request and Authorization for 
Permanent Change of Station – Military, Special Order Number AE-
034622 dated 19 Jan 11, she was reassigned to Fort Meade, MD 
with a PCS ID code “E.”


AIR FORCE EVALUATION:

AFPC/DPAPSF recommends approval.  Proper protocol was followed 
in processing the applicant’s assignment.  Air Force assignments 
are made based on individual qualification, availability, and 
equity, not cost.  The low-cost PCS program is covered under AFI 
36-2110, Airman Assignments, paragraph 2.50.  It is not standard 
operating procedure to seek low-cost volunteers.  To be 
considered for a low-cost PCS, the member has to specifically 
ask for consideration and must provide a written statement that 
he/she will not relocate their household if provided a low-cost 
PCS.  This did not occur in the applicant’s case.  However the 
applicant would have likely been approved for a low-cost PCS had 
she known about the program and submitted the required 
documents.  Although the applicant had a fully funded PCS order 
consistent with normal PCS selection criteria, she did not 
change residence and a low-cost PCS would have been in the best 
interest of both the applicant and the Air Force.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 29 Sep 14 for review and comment within 30 days 
(Exhibit C).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  Having 
carefully reviewed this application, we agree with the 
recommendation of the Air Force office of primary responsibility 
and adopt the rationale expressed as the basis for our decision 
that the applicant has been the victim of either an error or an 
injustice.  Therefore, we recommend the applicant's records be 
corrected as indicated below.	


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT be corrected to show that her AF 
Form 899, Request and Authorization for Permanent Change of 
Station – Military, Special Order AE-034622 dated 19 Jan 11, be 
amended in Item 19, Authority and PCS Code, to reflect PCS ID 
“V.”
